Sean A. Maiwald, MPP

Sean Maiwald is a public administration scholar, educator, and nonprofit leader whose work focuses on Deaf communities, public policy, social equity, and access to government and public services. He is a Lecturer in the Master of Public Administration program at Gallaudet University and a Doctor of Public Administration student at the University of Illinois Springfield.

Sean’s research examines how Deaf people experience administrative systems and public institutions, with particular interests in representative bureaucracy, accessibility, program evaluation, and the role of language and culture in public service delivery. He is also a co-founder of the Deaf Leaders of Tomorrow Foundation (DLTF), a Deaf-led nonprofit working to expand international leadership, education, scholarship, and exchange opportunities, including partnerships between Deaf communities in the United States and Europe.

Previously, Sean worked in education policy, research, nonprofit leadership, and advocacy. He holds a Master of Public Policy from George Washington University and a BA in Government from Gallaudet University.
